This is a sensible decision though, in my view, long overdue.  For many months, I’ve tracked dozens of Azoogleads links used in various spyware ("adware") programs, often targeting a merchant with its own affiliate links (spyware-induced cookie-stuffing) or participating in a complicated web of targeting by which a merchant unwittingly ends up in spyware-delivered ads.  (See e.g. http://www.benedelman.org/presentations/adtech-2005/ , slides 12-14.)
